PROBLEM TO BE SOLVED: To provide a manufacturing method and manufacturing device of an optical recording medium capable of forming a light transmission layer as thin as 0.1 mm and the intermediate layer of a thinner film, etc., on the base material of a high density and large capacity optical recording medium using a blue laser as a laser beam in an excellent yield and efficiently by a short production tact. SOLUTION: By successively executing the processes of coating a light transmission layer material 14a on carrier plates including the base material 13 by a coating head 29 on the surface of the base material 13 mounted on the carrier plates 17, 18, 19, 20 and 21, curing the coated light transmission layer material 14a through a mask 34 having the pattern of the practically same shape as the shape of the base material 13 and taking out the base material 13 having the cured light transmission layer from the carrier plates, the light transmission layer is formed on the base material 13 with the excellent yield and efficiently.
