PROBLEM TO BE SOLVED: To provide a charging member which is excellent in a pollution preventing effect of a material to be charged and is superior in resistance to pollution of the surface. SOLUTION: Products resulting from reaction between siloxane having an isocyanate group at its terminal and a hydrolytic compound having a structure given by a general formula (1) and a crosslinked rubber component are mixed in a surface and/or the vicinity of the surface of the charging member which is disposed in an electrophotographic device and charges a surface of a material to be charged, with voltage applied and is provided with a conductive elastic material layer containing the crosslinked rubber component. The general formula (1) is (R<SB>4</SB>)xM(R<SB>5</SB>)n-x wherein R<SB>4</SB>is a hydrolytic group, M is an element whose valence is p, p and x are mutually independent integers equal to or larger than 3, and R<SB>5</SB>is a monovalent organic group.
