The present invention provides a system (10) that includes a microwave source (13) and a pair of isolators (17a, 17b) that dissipate retrogressing microwaves that travel toward the microwave source (13). The system (10) also includes a microwave cavity (32) having a pair of inlets disposed on opposite sides of the cavity (32), a pair of waveguides (20a, 20b) operatively connected to the inlets to the isolators (17a, 17b), respectively; a pair of non-rotating place shifters (24a, 24b) operatively connected to the waveguides (20a, 20b) and the isolators (17a, 17b), respectively; a pair of circulators (22a, 22b) operatively connected to the waveguides (20a, 20b) and being configured to direct the microwaves to the pair of non-rotating phase shifters (24a, 24b), respectively. A power distribution within the microwave cavity (32) is controlled by operation of at least one of the pair of non-rotating phase shifters (24a, 24b).
