The present invention incorporates of a highly bioavailable coenzyme Q-10/cyclodextrin inclusion complex into oral care products, such as, toothpaste, mouth wash, chewing gum, breath mint, mouth spray, gels, and lozenges. The inclusion complex also is suitable for devices, such as dental loops, for delivering coenzyme Q-10 to the periodontum by direct physical contact. The inclusion complex is water dispersible or water solute, stake in the presence of components of the formulation, and is highly bioavailable to the cells in the oral cavity.
