<P>PROBLEM TO BE SOLVED: To provide a network designing apparatus capable of pursuing the installation of a reproducing relay device optimal for a specific network while confirming signal quality reachability of a path inside a network. <P>SOLUTION: A linear network is divided into a plurality of reproducing relay blocks each including nodes wherein reproducing relay devices are disposed, in both terminals, and devices such as a linear relay device, an OADM and the like are disposed for each of nodes located in the reproducing relay blocks. In each reproducing relay block, a plurality of assumed paths assumed as a result of device arrangement are then extracted and possibility of transmission is determined for each assumed path.
