<P>PROBLEM TO BE SOLVED: To provide a toner replenishing device which is free of problems such as shortening of the operating life of a mohnopump, ensures high flexibility of layout, is relatively inexpensive, and can house a large volume of toner, and to provide a developing device and an image forming apparatus. <P>SOLUTION: The toner replenishing device for replenishing toner to the developing device 56, 57 has a toner discharge means to discharge toner from a toner container 1, a toner reservoir 7 for reserving the toner discharged from the toner container 1, a mohnopump 30 which sucks the toner reserved in the toner reservoir 7 and supplies it to the developing device 56, 57, and a detection means to detect the amount of the toner reserved in the toner reservoir 7.
