PROBLEM TO BE SOLVED: To provide a external electrode type fluorescent lamp with improved illuminance, capable of effectively emitting light generated by a phosphor layer outside, and its manufacturing method. SOLUTION: The lamp is provided with an envelope 11 having a light-emitting region 12 with the phosphor layer 14 formed and an aperture region 13 without any phosphor layer 14 and sealing a discharge medium; electrodes 15a, 15b provided on the surface of the envelope 11 for generating discharge within the envelope; and an electrode sheet 16 bonded to a side wall face constituting the envelope 11 with an adhesive 18 from outside the electrodes 15a, 15b.
