PROBLEM TO BE SOLVED: To provide a cosmetic composition which imparts good cosmetic characteristics even in a sebum-existing case without adhering to a finger after applied to hair and without drying hair, and imparts a hard coat having improved durability to repeated washing treatments to hair. SOLUTION: This cosmetic composition is characterized by containing at least one non-silicone skeleton polymer having at least two optically non-active reactive chemical functional groups in a cosmetically acceptable medium. The reactive functional group is selected from an epoxy group, an anhydride group, ethylene imino group, aldehyde group and the like.
