PROBLEM TO BE SOLVED: To properly decide a short call even when the receiving signal of a telephone contains a number-display corresponding ring signal in a subscriber's private device in a remote watching system, and to surely gain a control command from a server device. SOLUTION: Regarding the signal received to the subscriber's private device, a time elapsed (t) until the next ring signal is detected after each ring signal is completed (S33). When the time elapsed (t) exceeds a first set time A and is within a second set time B, translation from the number-display corresponding ring signal Rn to a call ring signal Rc is discriminated, and the number count of the ring signals is returned to "1" while the subsequent ring signals Rc are counted up (S36). When the value of a counter at a time when new ring signals are not detected is lower than a specified small value, a short call is decided (S37) and dial-up connection from the subscriber's private device to the server device is established, and the control command is gained from the server device.
