PROBLEM TO BE SOLVED: To provide a recording material charging device, an image forming apparatus, and a cleaning mechanism of the recording material charging device, wherein operability for cleaning of a recording material charging means is improved. SOLUTION: A recording material charging device A which is arranged in the image forming apparatus in opposition to a recording material transporting path Q and removes static charge of a recording material or charges the recording material is provided with a recording material charging means 40 and a projecting member, and the projecting member is provided with a projecting part 51 and a reception part 52d with which a contact part 62b of a cleaning tool 60 is brought into contact, and can be set to a first state that the projecting part 51 is in a first position to project toward the recording material transporting path Q from the recording material charging means 40 and a second state that the projecting part 51 is in a second position to retreat to a side opposite to the recording material transporting path Q in a projecting direction from the recording material charging means 40. When the cleaning tool 60 is applied to the charging means 40, the projecting member 51 is switched from the first state to the second state by an energizing force from the contact part 62b to the reception part 52d.
