<P>PROBLEM TO BE SOLVED: To provide a content distribution system which distributes a content without limitation of the amount of download while preventing regeneration by illegal acquisition. <P>SOLUTION: When a user requests a desired content from a PDA (Personal Digital Assistants) 20, the content data is downloaded from a distribution server 10 to the PDA 20 as scrambled data. It is however impossible only with this to reproduce the downloaded content.
