<P>PROBLEM TO BE SOLVED: To provide a light-emitting element and its manufacturing method which promotes the outside radiation, without holding the light in a layer having a high optical absorption coefficient. <P>SOLUTION: A sapphire substrate is lifted off from an n-GaN layer 13 of an LED element 1, and a glass member 11, having a higher refractive index than that of the sapphire substrate, is bonded to the n-GaN layer 13.
