PROBLEM TO BE SOLVED: To provide an IC card use device automatically adding an application if the application to be used is not loaded in use of an IC card.

SOLUTION: This information processing terminal use device carrying out processing by using the application loaded in an information processing terminal is provided with a designation information input means inputting application designation information designating the application to be used, an application loading determination means determining whether the application designated by the application designation information inputted by the designation information input means is loaded in the information processing terminal or not, and an application loading means acquiring the application based on the application designation information from an application providing device providing the application for the information processing terminal and loading it in the information processing terminal when the application loading determination means determines that the designated application is not loaded.
