PROBLEM TO BE SOLVED: To provide a curing catalyst for a polyurethane resin, to provide a polyurethane resin composition having an enough long pot life, when mixed at ordinary temperature (10-35°C), and capable of being rapidly cured, when heated even at a comparatively low temperature of about 50-70°C (having a short gel time), and to provide an adhesive. SOLUTION: This curing catalyst for the polyurethane resin contains a bicyclic amidine and diketones. The polyurethane resin composition contains the curing catalyst, so that the enough long pot life is obtained and further a short gel time at the comparatively low temperature is obtained.
