PROBLEM TO BE SOLVED: To provide the creation of a fishing bank utilizing waste rubber tires checking a decrease in fishery resources and contributing to an increase in the future fish catch and further contributing even to environmental problems because the fishing bank is created as the final disposal site of the waste rubber tires which are industrial wastes. SOLUTION: A housing complex of the fishing bank is created as follows. The waste rubber tires 2 are loaded onto each frame material 1, fixing the waste rubber tires with waste rubber tire fastening materials 3 and tying a part in the frame facing to the exterior with ropes, etc., so as not to scatter the waste rubber tires.
