<p><P>PROBLEM TO BE SOLVED: To support the development of a vehicle by grasping how the vehicle is used by what kind of users. <P>SOLUTION: Specified of a driver of a vehicle, information on a road and the weather, the speed of the vehicle, the traveling distance, the traveling point, an operating state, etc. are acquired based on the outputs of a navigation device 2, a communication system 3, a wiper 4, an authentication device 5, a vehicle speed measurement instrument 6 and a vehicle control system 7, stored in a storage unit 11 as the data 11a for vehicle development, and transmitted to a center by using a center communication device 32 and a road-to-vehicle communication device 33 included in the communication system 3.
