PROBLEM TO BE SOLVED: To perform session control which satisfies c-limited parallelism by a simple composition. SOLUTION: A session management device M stores the upper limit value of the accumulation parallelism of a session, and the accumulation parallelism of each session which is in execution in memories 1, 2, and is a simple composition to permit the start of a new session based on the upper limit value and the accumulation parallelism of each session, in the case that a start request message is received. Therefore, it does not require extremely complicated control or a large resource, and can perform session control which satisfies c-limited parallelism by a simple composition.
