PROBLEM TO BE SOLVED: To provide a valve characteristic control device for an internal combustion engine capable of favorably controlling a change in an engine operation status such as engine output and engine rotation speed apt to occur when forcibly driving a variable valve system. SOLUTION: An electronic control device 7 executes drive control of a variable valve system 3 capable of varying a valve characteristic of an intake valve 21. The electronic control device 7 judges that an abnormality is present in the variable valve system 3 when the deviation of an actual valve characteristic from a target valve characteristic set on the basis of an engine operation status exceeds a reference value and the status exceeding the reference value continues for a predetermined time. When the judgment on the presence of abnormity is made, the variable valve system 3 is forcibly driven. In the forcible drive, the electronic control device 7 forcibly drives the variable valve system 3 on the condition that a throttle valve 17 provided in an intake pipe 1PI of the engine 1 is closed.
