<P>PROBLEM TO BE SOLVED: To provide a technique capable of rapidly outputting an image having a high image quality by a simple processing. <P>SOLUTION: Picture elements are collected at every picture-element group at every plurality and a representative gradation value is determined, and the representative gradation value is multivalued. The presences of dot formations regarding each picture element are determined from such an obtained multivalued value, and the pictures are output. The multivalued value can be output quickly, and the pictures can be output rapidly. When the picture-element groups are divided on the basis of the resolution ratio of the input resolution and output resolution of a picture data, the picture-element groups are divided into proper magnitudes, and can be processed, thus improving an output picture quality.
