<P>PROBLEM TO BE SOLVED: To provide a printing plate material which can be developed aboard the machine and handled successfully and shows improved smudge resistance to a scratch with high sensitivity, and a method for manufacturing the printing plate material. <P>SOLUTION: The printing plate material has an imaging layer, which can be developed using a damping water and/or an ink aboard a printer, formed on a base material having a hydrophilic surface.
