<p><P>PROBLEM TO BE SOLVED: To provide a webbing winding device capable of reliably supporting an occupant body when a vehicle is overturned. <P>SOLUTION: In the state in which a pawl 72 is engaged with a ratchet wheel 70, and the rotation of the ratchet wheel 70 in the drawing direction is regulated, the rotation of a spool 20 in the drawing direction is regulated, the drawing of a webbing belt 22 is regulated, and the rotation in the drawing direction of an end 24B of a torsion shaft 24 as a connection end of the torsion shaft 24 to the spool 20 is regulated.
