PROBLEM TO BE SOLVED: To control engine speed to a target value at a time of idling and control air fuel ratio at a time of idling operation to an appropriate value in the engine provided with a solenoid type ISC. SOLUTION: This device is provided with a fuel injection quantity calculation means calculating fuel injection quantity with using engine speed and intake air pressure as parameters, a duty ratio calculation means calculating duty ratio of the ISC drive pulse for supplying air supply quantity corresponding to the fuel injection quantity with using engine speed and the target value as parameters, a correction value calculation means calculating a correction value of the ISC drive pulse with using duty ratio of the ISC drive pulse or an average value of air pressure and correcting fuel injection quantity calculated by the fuel injection quantity calculation means based on the correction value, and a fuel injection pulse width calculation means calculating fuel injection pulse width corresponding to corrected fuel injection quantity.
