PROBLEM TO BE SOLVED: To provide a soil improving apparatus and a soil improving method using it, eliminating an accompanied turn phenomenon of a clod of excavated sediment, and reducing the occurrence of sludge drain. SOLUTION: This soil improving apparatus includes a stirring rod 1 of a double pipe structure having an outer pipe 8 provided with stirring blades 3A, 3B formed in the vicinity of the tip, and an inner pipe 7 disposed in the outer pipe 8 and provided with an excavating blade 2 formed in the part projected from the tip of the outer pipe 8, wherein the outer pipe 8 and the inner pipe 8 are rotated in the reverse directions to each other. In the outer pipe 8, a spiral blade 12 for one pitch having a rotational diameter substantially equal to or a little smaller than the rotational diameters of the stirring blades 3A, 3B is formed in a position rather closer to the base end side than the stirring blades 3A, 3B.
