PROBLEM TO BE SOLVED: To provide a green phosphor capable of emitting high-luminance light by vacuum ultraviolet rays or a low-voltage electron beam by forming a dense phosphor layer having a high packing density. SOLUTION: The fluorescent substance comprises a manganese-activated zinc silicate phosphor and is constituted of particles having 1.0-1.4 ratio of the major axis to the minor axis. The method for producing the phosphor involves a step for obtaining the particles of the manganese-activated zinc silicate phosphor having 1.0-1.4 ratio of the major axis axis to the minor axis by heating raw materials for the phosphor comprising the mother body of the phosphor, and an element constituting the activating agent, or a compound containing the element while fluidizing or rolling the raw materials.
