PROBLEM TO BE SOLVED: To provide a magnetic recording medium having superior recording characteristics and tape running properties with respect to a magnetic recording medium, wherein a non-magnetic layer and a magnetic layer are formed in this order on a non-magnetic substrate. SOLUTION: A non-magnetic layer 22 containing a non-magnetic powder, a plurality of carbon blacks 25 and a binder 24 and a magnetic layer 23 containing a ferromagnetic powder and a binder resin are formed on a base film 21 and in the non-magnetic layer 22, the plurality of carbon blacks 25 are distributed, so that the range of the same pixel value is expanded by making, equal to the pixel value of the target pixel, a pixel value of each of pixels in a predetermined range around a target pixel, representing a carbon black 25 among pixels comprising image data resulting from image data, with a predetermined threshold, produced under a current measuring mode using a scan type probe microscope for a surface of the non-magnetic layer 22, so that a value, dividing with the total area of pixel groups smaller than a predetermined area, the total area of pixel group greater than a predetermined area, between the adjacent pixel groups of the same pixel value, is within the range of≥7.2 and≤17.4.
