PROBLEM TO BE SOLVED: To regulate a load inside a cluster in which a plurality of applications make runs. SOLUTION: In one embodiment, this cluster system is provided with a plurality of cluster nodes executing a plurality of applications and a management process controlling a plurality of cluster nodes. The management process specifies a first application not satisfying a service level object SLO, selects a cluster node not currently executing the first application, gradually reduces routing of transaction of a second application to the selected cluster node, and gradually increases routing of transaction of the first application to the selected cluster node.
