PROBLEM TO BE SOLVED: To monitor a vacationer in a waterside without visual observation to prevent the vacationer in the waterside from being involved in water accident. SOLUTION: A GPS portable unit 200 transmits position information based on an electric wave from a GPS satellite to a management terminal 300 via a cellphone network 100 together with an identification number. The management terminal 300 makes a display device 400 display a mark according to the GPS portable unit 200 corresponding to the received identification number to a position shown by the received position information. The management terminal 300 decides whether the position shown by the received position information exceeds a range of allowable depth or not, and transmits alarm information to the GPS portable unit 200 via the cellphone network 100 when exceeding the range.
