PROBLEM TO BE SOLVED: To provide an engine speed control device for realizing fuel injection operation, by making both compatible in an improvement in responsiveness in a transition state such as a load variation and acceleration-deceleration command and an improvement in operational stability when an engine is in a steady state, when controlling an engine speed of the engine by feedback control of the engine speed for adjusting a fuel injection quantity in response to the engine speed. SOLUTION: In this engine speed control device of an internal combustion engine, the engine speed in an expansion stroke of its cylinder is calculated and stored by time required to rotate a crank angle up to a predetermined angle from the compression upper dead center of the respective cylinders. For determining a fuel injection quantity, when setting this stored engine speed as an engine speed averaged up to a cylinder before a just before cylinder from the just before cylinder, to which degree the engine speed is averaged by retroacting up to the past cylinder, is switched in response to an engine operation state.
