PROBLEM TO BE SOLVED: To provide a floor heating structure, its heating element distribution panel and a heating element distribution method applicable in a wide range to a concrete building, a wooden building, and the like, performing comfortable floor heating with high heating efficiency and heat storage efficiency, performing assembly work and distribution work with high work efficiency, and facilitating maintenance/inspection. SOLUTION: The floor heating structure comprises a deck steel plate 2 laid on a frame member H of steel structure; a floor material 3; a support layer 4 formed of concrete C1 formed between the deck steel plate and the floor material; the heating element distribution panel 1 formed of concrete C2 with flexible layered linear heating elements 8 arranged in passages 7 between distribution direction setting projecting part groups 6 on the surface through a heat insulating layer; and cement mortar 10 with the layered linear heating elements 8 embedded in the passages 7 and solidified through a mesh material 9. The floor heating structure comprises the heating element distribution panel 1 laid in a support fitting 22 mounted between joist members 20, 20 through a heat insulating material 21; the layered heating elements 8 distributed in the passages 7, and an adhesive 10' embedding and solidifying the layered heating elements.
