PROBLEM TO BE SOLVED: To provide an inexpensive apparatus enabling sprout vegetables or seedlings to be efficiently produced in large quantities, easy to operate and needing no maintenance, and to provide a system using the apparatus. SOLUTION: The apparatus for continuously and efficiently producing seedlings or sprout vegetables in large quantities works as follows: In making a culture, seeds are soaked in water in an immersing tank to swell them to a state of germination or just before germination, the resultant seeds are pumped into a culture tank and aerated after charging the culture tank with water to make a raising seedling, and the resultant seedlings are pumped to a sieve and washed.
