PROBLEM TO BE SOLVED: To provide a method of manufacturing a separator for efficiently intercepting ion conductivity at high temperature, without the possibility of impairing insulation property by melting and having high safety, and a method of manufacturing a battery with a separator manufactured with this method. SOLUTION: The method of manufacturing a separator comprises a step of mixing particulate and solvent binder to make a slurry, and a step of applying the slurry to a first porous layer 3a of a thermoplastic resin as the main component to form a second porous layer 3b having heat resistance higher than that of the first porous layer.
