There is provided a radio communication device assuring that all the data series simultaneously communicated have a data quality above a desired one when using a transmission power control method using an inner loop transmission power control in combination with an outer loop transmission power control. In the radio communication device, error detection units (104-1 to 104-n) detect whether any error is contained in the data block of the demodulated data. Target reception quality control units (105-1 to 105-n) controls the target reception quality for each of the data series according to whether an error has occurred. A maximum target reception quality selection unit (106) selects the maximum value in the target reception quality of each data series. A transmission power control command generation unit (107) performs the inner loop transmission power control by using the maximum value of the target reception quality.
