An electromagnetic wave shielding device (1) has a transparent base material (11), an adhesion layer (13) provided if required, an electromagnetic wave shielding layer (15), and a transparent resin layer (17). The electromagnetic wave shielding layer (15) is constructed from a mesh section (103) facing a screen section (100) of an image display device, a transparent resin layer anchor section (105) surrounding the peripheral edge of the mesh section (103) and including an opening section (105a) with an opening rate lower than that of an opening section (103a) of the mesh section (103), and a frame section (107) surrounding the outer periphery of the transparent resin layer anchor section (105) and not having an opening section. The transparent resin layer (17) covers surfaces from the mesh section (103) to the transparent resin layer anchor section (105) and fills and covers the opening sections (103a, 105a).
