PROBLEM TO BE SOLVED: To provide a manufacturing method capable of stabilizing operation torque of a torque limiter at a manufacturing stage. SOLUTION: The manufacturing method for the torque limiter 1 comprises an assembly step S1 for assembling a clutch disc 13 and a damper mechanism 16 to a spline hub 15 and for assembling a friction facing 21 to the clutch disc 13, an assembly step S2 for assembling a transmission torque limiting part 6 to the friction facing 21 and a facing-up step S4 for inputting torque to at least one of the transmission torque limiting part 6 and the spline hub 15 to relatively rotate them.
