PROBLEM TO BE SOLVED: To take out a reformable component contained in a residual oil as a reformed fuel and to prevent formation of coke (carbonization) by simultaneously continuously discharging the residual oil. SOLUTION: The heavy oil reformer has a fuel reformer for mixing and reacting high-temperature high-pressure water with a heavy oil by using the high-temperature high-pressure water obtained by utilizing the waste heat of a gas turbine to produce a reformed fuel from the heavy oil. The reformable component contained in the residual oil in the fuel reformer is more effectively converted into the reformed fuel by making the residual oil stay in the reactor for a prescribed time, and the formation of the cokes (carbonization) is prevented by continuously discharging the residual oil to prevent the plugging of a discharging pipe.
