PROBLEM TO BE SOLVED: To provide an easily formable thermal insulation structure of a refrigerating warehouse and a construction method. SOLUTION: This refrigerating warehouse is composed of a side wall panel 1 for forming a side wall, a top wall panel 2 for forming the ceiling, and thermal insulation layers 8 and 9 for thermally insulating a wall surface and a top surface so that heat in the refrigerating warehouse becomes constant. In the refrigerating warehouse, an inner thermal insulation layer 10 is arranged on an inner surface of the side wall panel 8, and an outer thermal insulation layer 11 is arranged on an outside surface of the top wall panel 9, respectively. The inner thermal insulation layer 10 is formed by foaming by spraying a foaming resin material from the inside of the side wall panel 8. The outer thermal insulation layer 11 is formed by foaming by spraying the foaming resin material from above the top wall panel 9, to thus perform work for simultaneously spraying the inner thermal insulation layer 10 and the outer thermal insulation layer 11.
