PROBLEM TO BE SOLVED: To provide a surface-treated aluminum material having a corrosion-resistant layer excellent in hydrophilicity, pollution resistance, corrosion resistance, formability, and adhesiveness, and a heat exchanger having the aluminum material. SOLUTION: The surface-treated aluminum material A comprises a base metal 1 consisting of aluminum or a aluminum alloy, an undercoat layer 2 which is formed on the surface of the base metal 1 and consists of an anode oxide film of porosity of≤5% and the thickness of 30-300 nm, an intermediate layer 3 which is laminated on the undercoat layer 2 with the thickness of 10-500 nm, and contains a resin including at least silanol group, and a water-soluble corrosion-resistant layer 4 which is laminated on the intermediate layer 3 with the thickness of 100-7,000 nm, and contains water-soluble resin.
