<P>PROBLEM TO BE SOLVED: To solve the problems that a visually handicapped person reads information by touching braille with fingertips but does not know where a guide plate etc., by the braille exist at a place where visited etc., or cannot read the braille if the visually handicapped person wears gloves or has the wound fingertips. <P>SOLUTION: An IC tag 41 storing an intrinsic number transmits the intrinsic number by radio communication and an IC tag reader 21 or dedicated terminal 23 connected to a portable telephone 20 receives the intrinsic number transmitted by the IC tag 41. The portable telephone 20 or the dedicated terminal 23 transmits the received intrinsic number to a retrieval analysis apparatus 10. The retrieval analysis apparatus 10 converts information previously stored in coordination to the intrinsic number to speech information and transmits the same to the portable telephone 20 or the dedicated terminal 23.
