<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of controlling a transfer bias so as to obtain a satisfactory image stably against variances of resistance values of transfer mediums such as an intermediate transfer body being a transfer object and a transfer material transporting body and a transfer member to which the transfer bias is applied, variances resulting from member endurance, and environmental variances, in a transfer operation of a developer image (toner image). <P>SOLUTION: A bias applying means 11 outputs a first bias controlled into a constant current or a constant voltage before transfer of a developer and then outputs a second bias controlled into a constant current or a constant voltage before transfer of the developer and outputs a third bias controlled into a constant current or a constant voltage when transferring the developer.
