PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit which can reduce power consumption due to leak current of a transistor in standby mode without providing a power switch for each of circuit block. SOLUTION: A low power cell has such a circuit configuration that, when the level of the input/output signal of the cell is kept at a specified level during standby mode, the current of a power supply becomes smaller than when the input/output signal has another level. Therefore, in this case, the current of the power supply flowing to an earth line from a power line can be made the smallest in the standby mode, and the power consumption during standby mode can be suppressed without providing a power switch for interrupting leak current outside the circuit cell. Since no power switch is required, a burden required for layout design of the power switch is eliminated, and no simulation difference due to voltage drop of the power switch occurs.
