PROBLEM TO BE SOLVED: To provide a heating member capable of promptly heating a fixing belt without upsizing a fixing device, the fixing device having the heating member and an image forming apparatus in which the fixing device is incorporated. SOLUTION: The heating member 13 specifies a circulation path of an endless fixing belt 14 to heat and pressurize unfixed toner 18 on a recording medium 19 together with a fixing roller 11 and is incorporated in the fixing device 10 to heat the fixing belt. The heating member 13 has a U-shaped cross sectional shape as a whole in which a curved part 13a which guides the fixing belt 14 along a curved path and a linear part 13b connected to the curved part and extends along the fixing belt 14 are provided.
