PROBLEM TO BE SOLVED: To solve the problem of being finally damaged by receiving many damages since an operation rod and a grip are exposed, by forcibly becoming the cause of water leakage, due to being unable to vertically keep a riser in a conventional sluice having a protective pipe. SOLUTION: This invention is the protective pipe of the operation rod such as an irrigation facility. The operation rod has a valve element on the lower end of the operation rod and a grip part on the upper end of the operation rod.
