<p><P>PROBLEM TO BE SOLVED: To enable the system to perform a multi-hop transmission by a path discovery creation protocol which made it metrics to raise a frequency utilization efficiency under autonomy decentralized transmission environment. <P>SOLUTION: A request office obtains a channel capacity for every adjoining office, transmits a path discovery request message which describes capacity information to each adjoining office, determines whether to answer which path discovery request message is based on the capacity information described on the path discovery request message which received from each adjacent office, and discovers the route.
