<p><P>PROBLEM TO BE SOLVED: To control processing to code data compressed and coded for each small region such as code data of JPEG 2000 in small region units. <P>SOLUTION: A data storage 101 stores the code data and a small region code management record that is a record regarding a prescribed event for a code for each small region of the code data. A processor 102 reads the code data and the small region code management record, and controls the processing of the code data in small region units based on the small region code management record. The concrete content of the small region code management record can be selected according to the purpose of utilization. For example, there are a generation (update) date and time of a small region code, version information, the name of a person involved in generation (update), an access date and time, and the like.
