PROBLEM TO BE SOLVED: To detect slow video image sections from a video image, with high accuracy. SOLUTION: The video image section detector for detecting the information of a preset section from a video image comprises a means of extracting interframe difference data from two continuous image frames included in the video image, a means of performing Fourier transformation on the interframe difference data obtained by the interframe difference extracting means, a means for adding only a part of frequency region preset from a signal obtained by the transformation means, a means for deciding the video image of a region obtained by the region adding means, based on a preset threshold, and a means for generating information of a preset section based on a section candidate obtained by the deciding means and the section information of the video image.
