PROBLEM TO BE SOLVED: To provide a battery pack capacity adjuster and a method for reducing the energy loss quantity and improving the fuel consumption of a vehicle. SOLUTION: The battery pack capacity adjuster 1 uniformly adjusts charging rates among cells by discharging the cells when voltages of any cells in a battery pack 11 in which a plurality of the unit cells are connected, exceed a reference voltage, and is provided with a CPU 23. The CPU 23 detects an internal resistance of the grouped battery 11, and control and decreases the charging rate of the battery pack 11 when the detected internal resistance is a threshold or more.
