PROBLEM TO BE SOLVED: To provide an image forming apparatus having a developing unit for collecting developers simultaneously with the use of all toner component for image formation without generating wasted toner, and preventing toner fogging in image forming parts in which secondary transfer residual toner is reused without reducing image quality on other image forming parts. SOLUTION: In the image forming apparatus for transferring developer stuck to a transfer medium 21 to an image carrier 11Bk included in a first image forming part UBk and collecting the developer to a developing unit 14Bk to reuse it, the toner charging capacity of the developing unit 14Bk included in the first image forming part UBk is set larger than the toner charging capacity of developing units 14M, 14C, 14Y of other image forming parts UM, UC, UY; and the charging characteristic of toner stored in the developing unit 14Bk of the first image forming part UBk is set smaller than the charging characteristic of toner stored in developing units 14M, 14C, 14Y of the other image forming parts UM, UC, UY.
