PROBLEM TO BE SOLVED: To provide a method for more enhancing a production power of marine resources by creating the inhabiting environment for more diversified organisms in a general sea area, and to provide a method for enhancing the production power of the marine resources by creating the inhabiting environment for the diversified organisms in a sea area having low cultivating functions. SOLUTION: The method for enhancing the production power of the sea area comprises installing a low crest structure obtained by combining a structure having fish-attracting functions and a structure having seaweed-proliferating functions singly or in combination on a seabed of the general sea area or a sea area having flat geographical features to complicate the geographical features of the seabed at the back sea area of the installed low crest structure, to stabilize the bottom quality, and to increase the biological diversity.
