PROBLEM TO BE SOLVED: To design an array of an siRNA impeding the function of a target gene, also taking a non-target gene having a low homology into consideration.

SOLUTION: The base sequence of the siRNA is designed using a nucleic array design apparatus 100 including: a candidate array acquisition portion 200 for acquiring the base sequence of siRNA candidates; to the base sequence acquired in the candidate array acquisition portion 200, an activity score calculation portion 300 for calculating an activity score indicating a degree of impeding the function of the gene by the base sequence; an effect score calculation portion 400 for calculating an effect score indicating a degree of impeding the function of the non-target gene by the base sequence acquired by the candidate array acquisition portion 200; and an impeding array decision portion 500 for deciding the base sequence of the siRNA, based on the activity score and the effect score.
