<p><P>PROBLEM TO BE SOLVED: To provide a technology capable of meticulously carrying out a remote editing work with high efficiency, by using hierarchical coding for compression of image data so as to capitalize on the features of the hierarchical coding. <P>SOLUTION: A main editing apparatus transmits hierarchical coding data, in response to a network utilizing band and the capability of a remote editing apparatus to the remote edit apparatus in hierarchical coding data for forming an image, an editor uses the remote edit apparatus to carry out editing work. The remote edit apparatus transmits editing information generated, as a result of the editing work to the main edit apparatus, and the main editing apparatus uses the editing information to transmit differential hierarchical coding data to the remote editing apparatus. The remote edit apparatus uses the hierarchical coding data, having already been received and the differential hierarchical coding data transmitted from the main editing apparatus to generate editing image data.
